I would like to have a "Size Chart' popup if the question is about sizing.

Although the 'popup' option is not available, you can work around this by placing the size chart in a different view, as an image answer, in the 'Behind the scenes' panel.
Then, create a blank 'Answer' in your size question and create a rule, such as:
'When Size is Select your Size, then Size chart Image should be Size chart'
This will switch view to the Size Chart and allow your customers to visualize it before they select their desired size.
